@YouAreSoRight: this is the third world buddy, in fact this bridge was replaced a few years ago. It features now a lift for handicapped people (unusable though, as it can be seen) but you can find there some homeless people living with the traditional trash that is periodically replaced :P

I notice that there is no wheelchair-user provision to cross the road via that construction.
