That's for your interest in Gaussian math. I get what you mean. It's somewhat inaccurate to say that the differential quantity 'rate of change of angle' means nothing. In fact, that is what it exactly means though irrelevant to the problem.
We have left it there because, this quantity whatever it may be, will be substitute later with the equation on the right to progress towards the solution.
When did you prove that h is a constant?

Kepler was a genius! Especially considering he lived in the 17th century. He was a mathematician, astronomer, and perhaps suprisingly an astrologer.
