The Buddha gave 84,000 teachings regarding every essential aspect of life, including that of a Universal Ruler or government performs five duties: (1) upholds Truth (2) provides protection to the entire populous and conservation to animals (3) prohibits harmful actions (eg. crime) (4) distributes resources to the poor and (5) seeks counsel and consultation.
