Y'know, there's actually a third lyric to this song between Second Floor and Basement, which actually is the Third Floor.

It wasn't used in the movie because it was deemed too ominous.

@AlgusUnderdunk Wierd thing is that when I saw this as a kid, I would swear up and down I heard that "third floor dungeon" thing. Maybe it is actually in one of the versions of this film.

Certainly not from "some Dr Seuss movie". More exactly from a Roy Rowland 1953 movie, based from a book by famous Dr Seuss.

Not. Theodore Geissel wrote the script. He did not like how the movie was made and renounced it. But it's damn Seussian anyway, and shows a little more Freud than maybe he wanted.
