I agree with Geraldo that there are a lot of stupid people having kids. That said, the govt has numerous programs to prevent "unwanted babies" and assist those who have kids out-of-wedlock and what not, yet we still have a high volume of abortions & kids w/out fathers. I'd say though, Geraldo is just filtering this through his "central-planning" paradigm, the govt would be in charge of "vetting" possible parents and I'm sure that wouldn't be corrupt or politically-motivated (cough).
