The Duke of Wellington was born in Dublin about which he commented that a horse born in a donkey's stable is still a horse! He was Anglo Irish, one of those famously described by Brendan Behan as "A Protestant on a horse!" Brendan knew quite well that there were Protestants in Dublin just as poor as their Catholic neighbours. He regarded them as being as Irish as himself.

The song is a lot older than the Spanish civil war. The reference to the Peelers and to the King of Spain should tell you that.
