@fckuvrymch Do a quick Google on off gassing and tires and you should find your answer. Research shows that they stop off gassing after around 30k miles and in this case, they are basically sealed in concrete. You can also search around for one that survived a forest fire.
@fckuvrymch Used tires don't outgas, unlike like new tires. So no there aren't any fumes, since the surface of the rubber has oxidized by the time they're thrown away. It's somewhat similar to how the glue used in carpet backing, after about 4 months to a year it oxidizes and stops outgassing. Not only that but even if they did outgas it'd be stopped by the 6 mil moisture barrier and the inch or so of cement or adobe (whichever is being used in the interior walls of the house).

I wish I could live this way...
