No, it takes a lot of skill to be able to keep a kayak balanced like that. There are people who are paraplegics that skydive already and get along just fine.

Not necessarily. Possibly...it depends on the disabled person. While kayaking on water, you use your whole body, legs included, to maneuver the boat. I've never jumped out of a plane with a kayak, but as ipdwntnd said, he isn't just falling. He just makes it look easy in this video. If I ever lose the use of my legs, I'll go skydiving with my kayak and get back to you on this :) Heck, I'll make a video of it.
