Here is the exact definition. a Hole Punch cloud is a large circular gap that can appear in cirrocumulus or altocumulus clouds. Such holes are formed when the water temperature in the clouds is below freezing but the water has not frozen yet due to the lack of ice nucleation particles. When a portion of the water does start to freeze it will set off a domino effect, due to the Bergeron process, causing the water vapor around it to freeze and fall to the earth as well.

I do digital work and this looks like photo shop to me. The lighting doesn't match the rest of the environment for one. A heavy cloud cover like that wouldn't suddenly be bright in the middle without lighting up part of the environment.

If the air has just the right temperature and moisture content, the falling crystals will absorb water from the air and grow. For this to happen, the water must be so cold that all it needs is a surface to freeze on. The moisture lost from the air increases the evaporation rate from the cloud water
