You only hit him 4 times to win the opening round, hits were way too hard for it to be Level 7 or anywhere close to that, More like one of the 3 easiest levels, maybe 4. Plus Sagat was way too passive for it to be Level 7 (or 8). Good try, but may I suggest you should have called yourself MrFraud.... no doubt I'll get flamed. Oh well, played the game for 19 years, but I've never seen it before hahaha okay.

Sagat is so easy to beat in this game when he misses the uppercut and you hit him his heath goes down big,

The trick is to anticipate a tiger shot and jump in shallow to get him to commit to a Tiger Uppercut that won't connect, and if you are either Ryu or Ken you can axe kick him for about 40% damage when he touches the ground.
