The majority of the road signs are graphic and do not include English words. The rest have a few words that anyone can learn without mastery of English. The tests, however, have complex concepts in the English language. The mastery of the tests do not reflect the ability to drive safely, regardless of the origin of the person.

No other part of the Northern states do this and as a matter of fact people in Minnesota overly pronounce their "R's". Again, I am from Alabama and have traveled the entire globe and every state in the Union.
