Once they have that, they have your identification and they can just arrest you whenever they feel fit. Racial minority or unpleasantry? As for the 9C1, it still doesn't offer the performance levels of a BMW, especially a modded M3. You can only do so much to a car that is not built as a performance car to make it perform. A Caprice is an American boat, built to throw its weight forward in a straight line, just like all American cars (i.e. pulls under 0.7g on the skidpad vs M3's 0.9g stock).

In European Union countries there are also police sports cars that have no signs that it is a police car - it's an undercover highway police car that looks like a regular civilian car from outside but has built in sirens etc. For example in Latvia there are a few Subaru Imprezas undercover police cars that drive on a highway. I've seen one how he stoped some guy who was speeding in front of me.
