PS2 emulators still suck and unfortunately you cant do anything about it. You can try changing the quality in the options of the emulator, you might get a better framerate but it will still lag. I had the same problem with FFX-2 when my PS2 died i tried to play it on my PC but it was unplayable. My opinion is if you want to play PS2 games you have to play them on PS2. PSX emulators work fine though :)

Hmmm you seem to be running requirements that just barely meet the recommended systems.I would recommend updating you graphics card and RAM

You can but you really need a better graphic card if you want to play GTA4 and get a decent frame rate.
