For example: In Sweden police never chase after a suspect, due to the danger they would impose on that suspects life.

I am all for police chases, they are fun to watch :) However, a few years ago where I live they were told to back off. That same guy they backed off from pulled off a triple homicide later that day. A few weeks later another guy pulled of a double homicide.
