This is a bug that's been around since Issue 7 went live. Basically, enemies doing the /walllean emote in Atlas or Galaxy don't respond to abuse. It's a highly abusable bug, but it's only avalible in the low levels. It's interesting that mobs on Mercy that walllean don't do this.
