@malmal2011 The horse had a tie down on. Having a tie down on can prevent a horse from mainting its feet and can rear to the point that it keeps going backwards. Besides that, this horse probably hasn't had the best training/experiences apparently if it freaked out over this. So, yes, poor horse. Had he recieved better care he probably would not have spooked like this, and if he had done this on purpose, he would have not learned this behavior with proper training.
