There's probably a bigger and better story here about how the people that own those boats got away with scamming their insurance companies.

Following that story, is likely a great piece about the biggest "dumping grounds" in the world. Places where weak govts in developing countries can't/don't stop dumping. Insurance companies are irate, but first world govts wont help them or punish companies b/c they bring dirt cheap goods (i.e. seafood) to first world consumers.
