He was on Par with Jiraya(including senin mode)(stated by jiraya himself) he called Madara a shell of his former self. Came back to warn danzo after the 3rd died in epic manner. Was probably on par with pain since genjutsu is pain's weakness.

The only person stronger then Itachi was probably Madara. Itachi did not have EMS and his eyes were getting blind. But this theme is perfect for Itachi. I wish we seen a battle that he went all out.
