That is a picture of the Kerrigan over looking the Main HQ for the Koprulu Liberation Front on Abaddon; they fought against the Dominion, but are unaffiliated with Raynor's Raiders . This was a faction in the unreleased Starcraft: Ghost; within the little info given about this area, Nova was sent in on a rescue mission to save an engineer and a prototype "Grizzly", which is practically a flying Odin. The teaser had a portion take place in that base, so possibly Kerrigan wants that Grizzly.
