If they can get it down to 20% of the power then they can cut the cord and throw on a small combustion engine to power the hydraulic pump. This version is also just meant for logistics such as loading bombs on planes and filling trucks with ammo, food, water and other supplies. The combat version will be just legs to cut down on strain from combat loads.

Marines aren't really on a higher level than the Army either, Marines pushed a little harder physically, and are more disciplined, while Army has all the nice gear.
