Strict blending of religion and law is a philosophy which all modern civilized states began to reject at least a century ago. I know of no strong state in history that has promoted full multiculturalism for immigrants, and encouraged them to change the pre-existing society.

People immigrate to prosper, and to escape opressive regimes. They must adopt the culture of the receiving country. If their religion precludes this, then they MUST NOT COME.
