my terrier used to do that for a slow low to high pitch siren, like the T3 on an ambulance.

dogs/ wolves howl because they are social animals and do it by instinct to find their pack.

I live across from a parkway, where a pack of coyotes live. They howl at sirens all night, it's still one of the creepiest thing I've ever heard.
