No Mike the current Administration does not want the United States to be tied to a Senate Launch System that will take decades to implement and cost more to develop and way more per launch than the Space Shuttle. Too much Pork is bad for your health.
The Apollo paradigm got the US to the Moon but it was unsustainable as a program.
Ares I was not going to be flying until 2017. Ares V was highly unlikely to have ever been built (and it or a variant likely won't ever be built even with it being "required by law").
Griffin defines "a human spaceflight program" as his big rocket and no, the current administration doesn't want your big expensive rocket Griffin. If a "human spaceflight program" means *actually flying humans* then there is (for now) a human spaceflight program.. it's called the ISS and this administration has supported four commercial crew providers to support that program.
