My question isn't really about them doing this but rather WHY there is an ordinance against feeding more than 25 people without a permit? What possible negative consequence could result from feeding more than 25 people? There are rules that prevent too large of a group from gathering in one place so it can't be about crowding... so what is the reason for this rule/law/ordinance? That's the real question to ask.

Because, frankly, attracting too many homeless people creates a nuisance. After eating and drinking they all have to go to the bathroom somewhere, don't they? They'll piss and shit all over the parks and subway stations. Not to mention the aggressive and rude panhandlers, who unfortunately end up coming into town along with the more decent ones.

Well said, but judges tend to look more compassionate on the criminal than the one being abused and victimized. And police etc often abuse their job to do things like arresting people for doing good deeds just because they have a huge hunger for power because they were too pussy in the past to get it on their own without being a cop, its a job where most people who are cops are like this, they can still do good as a cop like this, but occasionally they will screw up like this incident.
