I think the world should just leave them alone. if they want to live by their laws, and it makes them happy, then let it be. They will eventually get tired of killing (it has been bred into them, so this will not happen overnight) but eventually they will realise that there is more to life, and will want their children to be educated, and may desire to live a life that is comfortable and peaceful. Overthrowing sovereign countries and ruling with an iron fist is a no-no.
