There's a few sketches of Phantom's Armed Phenomenon in the Zero Official Complete Works book. He becomes sort of a giant floating torso with massive binders on his head and fang-like spikes as sort of skirt armor all around him that are detachable and can be fired at stuff. There is a picture of it on Phantom's entry on the Mega Man Knowledge Base wiki.
