I'm going as Allen Walker in 09. I bought the cosplay in 08, but didn't go. I would have gone with something more unique, but I don't want to waste a good cosplay!

You can still go out, just don't spend any money :)

Is this your first time going to an anime convention? I think $200 is enough for the dealer's room. It really depends on what you buy.

Haha, you make it sound like I'm rich. Difference between me and most con goers, is that I don't spend money in the dealer's room. I go to meet friends, cosplay, and photos, so going to a con doesn't cost much for me.
