Yeah, Leo was a jerk to her, but you can tell when he hugs her that he really is just doing it to help her. He doesn't want to hurt her, but he's stuck in a rut of his bad decisions and can't find a way out. He made up for it with the way he loved her like no one else ever possibly could.
As much as Jake wanted Greenlee they were never meant to be together. Leo was a jerk to Greenlee and Greenlee should have slapped Leo for speaking to her that way. He would of deserved that. Grr..hes only trying to push her away, but it never works.

But to answer your question, he did tell her that just to make her upset enough to finally give up on him. Leo was so stupid back then! LOL!
God, he was awfully cruel and verbally abusive for someone who loved her so much. I always thought that this part of their love story was stupid. It made no sense that Leo would repeatedly treat her so badly. And she kept taking it. For once, I just wanted her to slap him in the face and get out of his car and start walking! LOL!

TIIC tried to ruin Leo so we would prefer Jake. I refused to buy it.
