@88Xania simplest explanation would be to look at the genre name. You'll notice drum and bass is very heavy of the whole drums and beat, with some synths and stuff thrown in for good measure, but essentially it's all about that drumline.

Dubstep has very loose genre specifics, essentially is a 2-step beat around 140bpm. They're basically the 'rules' as to what it is....then you also have this spin off stuff with shit like skrillex etc that has been coined unofficially as 'bro step'
