Take a look cheap airlines like Ryanair? To Malaga or near Cadiz. Then you can take a bus for example to Gibraltar. I flew with Ryanair about 50e from Belgium (Brussels-Charleroi) to Malaga and then to Stockholm Sweden and after that by boat to Finland. :) All for 100e. :D
