I haven't played this game in a while, but I'm almost positive that there's 120, because once you reach 120 stars, the cannon in the front yard of the castle opens. Also, if you use the "Get all stars" cheat in the emulator, you get 120 stars.

i think he goes thru the wall's graphics. if you play the ds version, go to boos haunt. then go through the front door and go to the rom with flying chairs and boo's painting. kill a boo and then look thru the corner closest to the bookcase. there will be a boo in the wall. grab the luigi hat and the boo will be kinda ontop of another luigi hat.
