if you take a physical DVD then it's stealing.
here's how downloading works:
a computer downloads packets of data (which are ""instructions"" on how to create a file) and these packets are not actual the file itself.
in short, here's a hypthetical situation if i were able to create data with my hands...
someone tells me with words to use a magnet and flip certain specs of magnetic dust in a certain pattern, and eventually it creates a file.
