She said " don't prune the climbing roses more than one third down' I imagine that she is counting from the top of the branches towards the base of the roses.

It's not clear whether she means you cut no more than one-third (leaving two-thirds behind) or you want to cut two-thirds (leaving one-third behind). She says different things at different times.
