Few years back some stalls on the flea markets used to sell the VCDs of the series here with chinese subs where I live. :) If you ever get the chance, I'd recommend Gensomaden over all the other reincarnates.

"Kiss the Rain" is meant to mean "Accept whatever happens". When it rains, it's both good (plants get water), but bad (rivers can flood). The song I think is a person telling someone he cares about that while they're far apart, to just accept whatever happens while he's gone.
