I've seen this car the most at low wanted level roadblocks at bridges. They dont really seem to chase you that much, but if you have a high wanted level you can probably spot one somewhere in the line of police cars following you around the city.

I Saw it for the first time today. In Hummer form as well. There easiest to find with 2-5 Stars at Either the Airport or Bridges. Believe or not there actually Immigration bridge. (Hence why @ airports and bridges crossing into another city :) ) Good luck finding them!
