The song is called "another sun" by Norishita Reika. Is the Japanese opening song to Rockman DASH (Mega Man Legends). It can be found in the music archive over at The Mega Man Network.

This wasn't a 'fan' anime, this was made by a single staff memeber in Capcom to try to pass it as a real anime, but they never passed it. This is what he used to try to convence them.
