first of all, it wasn't the sultan's palace, it was Prince Jeffri's... his exiled brother. would you run the maintenance on your exiled brother's extravagant palace? It has now been handed over to BIA (as are most of Jeffri's other properties) who are in charge of fixing it up should they find a use for it.

oh also, maintenance on a place like that would NOT cost "next to nothing" considering that it's a residence and does not generate any money.
