No , what i heard is that you only have to talk to the apprentice at sorcerers garden house and have him enchant it.

Yes it's members only , and i heard you only need to go to one of the witches to get the telleport, not sure on that point thou.

You need to talk with the apprentice , the one you that telles you to the garden to get it enchanted.

you need to enchant the broom from the new quest , once enchanted equip it and operate it.

you need to take the broom to some witches , they are listed in your quest log.
