The Talmud is essentially an entire argument played out in text, and claims are often refuted in other texts too. Your second quotation is from a discussion about conduct in war (and is discredited by Maimonides) and your first one doesn't exist in any translated Talmud I can find - the word 'goy' wasn't used then either.
