If you shoot from the right angle, you don't need to put the car in water

go to the file (i just av gta sa, vc, 3..., not the 4, so...) that has the weapon stats and type 0 in the "power" number of ... 4 ex.: the pistol (an unused weapon), and then, the car is no longer damaged when yu shoot at it

shoot as low as you can on the front of the fender. no need for water or bullet holes in your car. Usually the springs will drop but if you keep shooting the car will get lower and never even start to smoke
