Not according to the NIST report. The NIST report and model claim that fire was the exclusive cause of collapse. Obviously that conclusion should seem a little silly now. Heat does weaken steel- I should know, I'm an old welder- but not uniformly and simultaneously. Not throughout a single column and not throughout a whole building!

The building burned quickly because there is a giant atrium inside the structure which allowed the flames to rise and fall as they please. The building caught fire because of fireworks. The water system could have been disconnected since it was a construction site leading to the big fire.
