Bhutto gave inception to the Nuclear Program whereas Zia was one who completed it under secrecy..

Bhutto united the Muslims with the OIC where Zia uplifted Pakistan to a position where it led the Muslim world..

Neither of them was corrupt, and both were sincere towards Pakistan..

Bhutto was a Nationalist, Zia was an Islamist!
