They were an uneducated theocracy with brutal law enforcement which often involved gouging out eyes or dismembering people for theft. Not like its much of a comparison, but even before the war, I've yet to see one third party study or paper on Tibet that disproves this.

Not that either are good, but people sugar coat Tibet and make it sound like it was benevolent, when most of the people who left were the nobles.
