beacuase it was a cosmetic restoration - ie they rebuilt the art deco style streamlined bodywork only. The boiler still needs restoration and bringing up scratch for live steam - lots of money. I was told may be in the next 10 years

Forgive me for perhaps not being up to speed on this project. But has the Duchess just been cosmetically restored? and not restored to working condition. Looks fantastic either way.

Yes, body and paint job I believe, the pennies didnt stretch to the internal gubbins
