The tested addtion was supposed to prevent the kerosine from spraying in the air and creating an inflammable mist on impact and acting like a giant fuel-air-bomb. A high percentage of the victims of near-ground crashes are not killed by the impact but by fire, so this actually made sense.

"Less-flammable fuel" seems like an oxymoron to me. It's FUEL. It's supposed to be ignited when used in an engine.

@denelson83 Diesel can't be ignited with a flame for example it needs to be compressed, its less flammable than petroleum.
