I believe this was the 2nd Joe Besser Stooge episode in which Moe has his spittoon haircut and Larry has his hair combed. The other one was Outer Space Jitters.
Notice Moe's sigh of relief at 7:20. He expected something...untoward.
This is a more sinister adapation of "All the World's A Stooge", with the foster couple a pair of murderous thugs rather than rich idle socialites looking to adopt needy children. At least Larry didn't have to play a girl this time.
Definitely agree that this is one of the best Joe episodes and one of the few that is up there with the average Curly/Shemp shorts

One of the better Joe episodes...though it's obviously not as good as the Curlies or the Shemps, it's still funny.
