It's glue. It comes in flakes and you mix it with hot water. You can buy it at a hard ware store, or make it yourself. In this case we used a really pro glue that comes from holland. It's what the professional poster companies use. Not easy to find though. When trying to find this glue, I asked Shepard Faireys' management, and Swoon, and neither had a clue what I was talking about.
