of course he's doing a lot of jump ins, chun is one of the only chars in the game that can out-footsy gen. only way gens getting in on chun is through a jump, a focus attack, or if chun li makes a big mistake. luckily she has a hard time with anti-air.

Being a good player means knowing your match-ups, I have no idea why you wouldn't think winning a mirror match wouldn't prove who the best Gen is, if you play the same character, you know the tricks. If you know the tricks AND you both have the exact same tools to use, the better person wins.
