Regarding your comment about them extending the path in Nelsonville, I rode up today and discovered that the unpaved section in your video is now fully paved all the way to the railroad bridge. The bridge looks to be well underway, and the path beyond the bridge is laid out with gravel. I did another bad cell phone video and added it as a video response.
