well actually using a boat hook wouldn't be easier ;) the easiest way is to approach the mooring upwind in reverse, pull the rope around the buoy, then continue going upwind in reverse and pull the rope to bow, tie it and then let the boat come around by itself (by the wind).
this is stupid,unproffesional and dangerous....
